Job Vacancies Office of the Coordinator of Humanitarian Affairs Position:
Human Resources OfficerLocation: United States of America ( The ), New

Organizational Setting and Reporting
This position is located in the Office of the Director (OD), Coordination and
Response Division (CRD), Office for the Coordination of Humanitarian Affairs
(OCHA). The incumbent will report to the Human Resources Officer (Recruitment)
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for
the following duties:.
Recruitment and placement.
Identifies upcoming vacancies in coordination with Regional/Country Offices
primarily, but not limited to, in French speaking countries in the field, and in
Coordination and Response Division in New York and in Geneva;.
Prepares vacancy announcements both multiple-duty station vacancies and single
vacancies in INSPIRA or Temporary Vacancy Announcements,, reviews applications,
and provides a short-list to those offices.
Arranges and conducts interviews to select candidates.
Reviews recommendation on the selection of candidate by client offices.
Liaises closely with the Administrative Services Branch (ASB) in Geneva and New
York in processing recommendations and requesting recruitment/reassignment and
deployment;.
Contributes in taking stock of lessons learned and prepares notes/briefing
papers for the Management and the staff;.
Monitors and evaluates recruitment and placement related activities of client
offices, and recommends changes or corrections related to procedures to these
offices.
Supervises and monitors the work of the Human Resources Assistants in carrying
out all human resources administrative transactions.
Field staffing.
Keeps abreast of staffing situation in countries of responsibilities and
Coordination and Response Division and process contract extension and separation
as needed. In conjunction with this, provides advice on mobility and career
development to staff, particularly young professionals and staff in the General
Service and related categories as appropriate;.
Follows up on performance appraisal documents and issues and provides advice as
appropriate to staff and management.
Other duties.
Advises and counsels staff in respect of rights, responsibilities, code of
conduct and difficulties associated with work and entitlements.
Prepares classification analysis of jobs in Professional and General Service and
related categories.
Provides guidance to program managers on the application of classification
policies and procedures and by undertaking whole office review.
Assists in preparing policy papers, position papers and briefing notes on issues
related to examinations and tests.
Keeps abreast of developments in various areas of human resources such as, but
not limited to, classification, roster management, INSPIRA and staff selection
rules and regulations.
Any other duties as required.

recruitment challenges for emergency operations especially in the field
environment.
TEAMWORK: Works collaboratively with colleagues to achieve organizational goals;
solicits input by genuinely valuing others ideas and expertise; is willing to
learn from others; places team agenda before personal agenda; supports and acts
in accordance with final group decision, even when such decisions may not
entirely reflect own position; shares credit for team accomplishments and
accepts joint responsibility for team shortcomings.
PLANNING AND ORGANIZING:
Develops clear goals that are consistent with agreed strategies; identifies
priority activities and assignments; adjusts priorities as required; allocates
appropriate amount of time and resources for completing work; foresees risks and
allows for contingencies when planning; monitors and adjusts plans and actions
as necessary; uses time efficiently.
Education.
Advanced university degree (Masters degree or equivalent) in human resources
management, business or public administration, social sciences, education or
related area is required. A first-level university degree in combination with
two additional years of qualifying experience may be accepted in lieu of the
advanced university degree.
Work Experience.
A minimum of five years of progressively responsible experience in human
resources management, administration or related area is required. Experience in
recruitment/staffing is required. Experience with interpretation and application
of regulations, rules and procedures for recruitment and selection of personnel
for a large international organization is required. Field experience is
desirable. Experience with implementation of talent management tools is
desirable.
Qualifying years of experience are calculated following receipt of the first
level university degree recognized by the United Nations.
Languages.
English and French are the working languages of the United Nations Secretariat.
For this position, fluency in English and French (both oral and written) is
required.
Assessment Method.
Evaluation of qualified candidates may include an assessment exercise which may
be followed by competency-based interview.
Special Notice.
This position is funded for a period of at least one year and may be subject to
extension. Extension of the appointment is subject to Extension of the mandate
and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to
assignment by him or her. In this context, all staff are expected to move
periodically to new functions in their careers in accordance with established
rules and procedures.

The United Nations shall place no restrictions on the eligibility of men and
women to participate in any capacity and under conditions of equality in its
principal and subsidiary organs. (Charter of the United Nations Chapter 3,
article 8). The United Nations Secretariat is a non-smoking environment.
